The City of Westminster has embarked on an ambitious journey to become the next urban center on Colorado’s Front Range, beginning with the construction of a new Downtown Westminster at the site of the former Westminster Mall.

This is community building in the truest sense, working from a remarkable foundation of community support and pride in the site to deliver a shared vision for the future.

Strategically located halfway between Denver and Boulder on the thriving U.S. 36 tech corridor, Westminster’s new downtown will redefine the future of suburban America. The 105-acre site at U.S. 36 and Sheridan Boulevard connects to one of the region’s busiest bus rapid transit corridors and hundreds of miles of bikeways.

In this city of 113,000 already renowned for excellence in its development, parks, open space, and high quality of life, Downtown Westminster – with a unique and vibrant mix of residential, office and commercial uses - will provide one more great reason for residents, businesses and visitors to live, work and play in Westminster.
 

Vision

The City of Westminster, Colorado, is embarking on a process to transform the former auto-oriented Westminster Mall into a vibrant, mixed-use urban downtown in the heart of the city.

By acquiring the land and preparing the master plan for its own downtown, Westminster has put itself in a strong position to build the urban center its community expects, not a lifestyle or retail center developed by one master developer. Downtown Westminster will be a true downtown – unique, vibrant and genuine - developed over time, one block at a time, by different developers and builders.

Early market interest in the new downtown by the real estate and development community has been strong, affirming the city’s strength of vision for an authentic, mixed-use downtown built out on a block-by-block basis.

The award-winning* design vision for Downtown Westminster is for a high-density, urban-scale, mixed-use development that will become a community and regional destination. The Westminster Mall was previously center for the city, and the new downtown will lift the site to an even higher level. Downtown Westminster will be an active urban center with distinctive parks and open spaces paired with retail, office, hotel, civic and residential uses.

Goals

Goals for the project include:
◾Creating an urban district with a vibrant street level that is active and engaging.
◾Supporting architecture and public spaces that emphasize the site’s visual and physical prominence.
◾Encouraging an active, engaging  pedestrian experience.
◾Designing for  all modes of transportation,  including vehicles, bikes and pedestrians.
◾Creating an extensive network of parks, trails and other green spaces.
◾Providing easy access to transit options, including the Park-n-Ride station and a future FasTracks commuter rail station.

Location

The site has exceptional access to and visibility from surrounding streets, including U.S. 36, Sheridan Boulevard, 88th and 92nd avenues, and Harlan Street, as well as excellent access to public transit. True multi-modal access will be available at the site utilizing rail, automotive, bus and pedestrian means of transportation.

The Westminster Center park-n-Ride operated by the Regional Transportation District is located on both sides of U.S. 36 and is immediately across Sheridan Boulevard from the site. Approximately 1,546 people per weekday board at this facility, with approximately 498 buses per day serving this park-n-Ride. Plans are in place to extend the current U.S. 36 high occupancy vehicle/bus lane all the way west to Boulder, which will further increase the U.S. 36 transit corridor ridership.

Developer Information

The City of Westminster and the Westminster Economic Development Authority (WEDA) are launching the construction of Downtown Westminster with the release to market of select, infrastructure ready development parcels, including water, sewer, streets, sidewalks, bike paths, street lights, telecommunication conduit, on-street and structured parking, and public parks and open spaces including the Center Square, which is currently under construction. The City and WEDA are accepting inquiries and expressions of interest from qualified developers interested in purchasing and developing a site, on a parcel-by-parcel and block-by-block basis, to meet the vision for Downtown Westminster.

A range of development scales are possible, from small-footprint parcels to block-scale proposals. Development must meet the highest standards for mixed-use, urban development and be aligned with the City’s vision. Urban brownstone/townhome product may also be considered for select portions of the Downtown. This includes residential, retail and office uses with architectural characteristics and retail uses that contribute to the unique and vibrant urban setting desired for the new downtown.

People often ask us: "What's taking so long? When will Downtown Westminster be done?"
 
We’ve collected a lot of great feedback from our residents on what they want to see in Downtown Westminster, and based on that the City decided that taking the reins of this project and developing it block by block (and not using one single master developer for the  project) would provide more of the organic feel that a true downtown provides.

It would also address the needs and desires of what our residents want to see happen in this space.
