Redevelopment

In an effort to keep Westminster vibrant and responsive to community needs, redevelopment opportunities are being addressed throughout the city.

Downtown Westminster 

The goal of the Downtown Westminster project is to develop a high-density urban center of regional scope on the 105-acre parcel currently occupied by the Westminster Mall. The property's central location between Denver and Boulder, along with easy access to U.S. 36, rail and bus service, makes it an ideal candidate for redevelopment.

The new development is intended to be a sustainable place, one that mixes uses, reuses existing anchor stores where appropriate, capitalizes on and encourages alternate modes of transportation, creates a strong pedestrian-friendly block layout, and will stand the test of time. Urban Renewal Areas

The Westminster Economic Development Authority (WEDA) was created to provide a regulatory and financial vehicle for improving and redeveloping properties and facilities within defined urban renewal areas (URAs). Accordingly, WEDA was authorized to provide funding for administration, planning and financing of revitalization and redevelopment projects. WEDA’s principal revenue sources are sales tax increment and property tax increment within each of the URAs. Westminster City Council serves as the WEDA Board of Directors.

Since its inception in 1987, WEDA has established seven URAs:

Mandalay Gardens
North Huron
South Sheridan
Westminster Center East Sub-Area
Downtown Westminster

Benefits of Urban Renewal

  • Creates new local jobs – temporary and permanent – and keeps earnings local
  • Establishes an environment that fosters growth in new businesses
  • Promotes the introduction of new housing products, and offers resources for reinvestment in established neighborhoods
  • Provides upgraded and needed infrastructure for future growth
  • Supports local historic preservation efforts
  • Keeps sales tax dollars local for use within the urban renewal area or community at-large
  • Only method of financing capital improvements that does not require an increase in taxes
  • More effectively leverages transit improvements, correspondingly lowers regional infrastructure cost
  • Identifies capital improvements needed to stabilize existing areas and encourage reinvestment
