Community Development Block Grants

Community Development Block Grant and HOME Investment Partnerships Grant

The Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) grant are programs administered through the U.S. Department of Housing and Urban Development (HUD). The programs provide funding in support of low and moderate-income persons and neighborhoods in Westminster. The grant amounts are based on population size and the number of low- to moderate-income persons residing in the community. Any project or program funded with these federal dollars must meet specific eligibility criteria set by HUD, address a community need, and meet a national objective of the program.

  • 2024 Draft Annual Action Plan for Public Comment

    As a U.S. Department of Housing and Urban Development (HUD) Entitlement jurisdiction, the City of Westminster receives an annual allocation of Community Development Block Grant (CDBG) funding to support and address HUD national objectives. The City is required to provide an Annual Action Plan (AAP) at the beginning of the federal program year to identify and describe how entitlement funds will be used. The Federal program year runs from July 1 through June 30.

See below for additional information.

     NOTICE is given that a draft of the City of Westminster’s Program Year (PY) 2024 Annual Action Plan (AAP) for the use of federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a 30-day public comment period and a public hearing to allow the public to review and make comments. The PY 2024 AAP is developed each year to fund activities that address the housing and community development needs identified in the Consolidated Plan. It was noticed by HUD that in PY 2024 Westminster will receive approximately $562,333 in CDBG funds. HUD funds are intended to benefit low-to moderate-income persons in Westminster. The proposed budget includes:

    Administration (20%): $112,465
    Emergency and Essential Home Repair: $65,000
    Housing LIFT Program: $384,868

    City Council Action: City Council will approve or deny the allocation of funding for the Annual Action Plan 2024.

    The City values public input on development applications. Testimony for the public hearing will be accepted:

    • By submitting written comments in advance;
    • By leaving verbal comments in advance;
    • By participating in person during the City Council Meeting;

73rd & Lowell

A working group of Historic Westminster residents and City staff are looking at options for the future use of the property at West 73rd and Lowell Boulevard.

Meeting information: The work group met on August 4, 16, 30 and September 14.  Meeting notes and handouts are organized by date, in the ‘Work Group Meetings’ section below.

The site:  [click map at right]  Six parcels on the west side of Lowell Boulevard between West 72nd  and West 73rd Avenue.  There are three parcels on the south side of the Penguin Building and three on the north side.
