Lindsey Kimball, CEcD, EDFP

Kimball brings to the table more than 20 years of experience in a diverse range of economic development activities and organizations, always with a keen perception of market trends, best practices and the best outcome for the community. Kimball’s negotiation and deal making efforts throughout her career have resulted in projects announcing nearly 35,000 jobs and nearly $3 billion in capital investment.

She joined the City of Westminster, in late 2021 where she directs Business Recruitment and Retention, Small Business Development, Affordable Housing, Downtown Development and Redevelopment efforts. For the past nine years, she served as Economic Development Director for Hillsborough County serving a diverse population of more than 1.5 million. There she managed a staff of 28 and more than $113 million in active public investment agreements in a wide array of subjects including Corporate Development, Entrepreneurial Services, Workforce Development, Disadvantaged Minority and Small Business Development, Redevelopment, Competitive Sites, Cultural Assets, Historic Preservation, Agribusiness Development, Innovation District, Business Intelligence and Tourism Development.

Prior to joining the Hillsborough County, she served in leadership roles as Director of Business Recruitment for the Tampa Bay Economic Development Council, Senior Vice President of Economic Development for Infinity Global Solutions (IGS), Business Development Chief for the Jacksonville Economic Development Commission (JEDC), Business Intelligence Officer for the Tampa Bay Partnership. Prior to this, Kimball served with the City of St. Petersburg Economic Development Department and the Downtown Denver Partnership.

Kimball is a Certified Economic Developer (CEcD) by the International Economic Development Council (IEDC) and holds an MBA from the University of South Florida, as well as, a bachelor’s degree in International Studies, both degrees with highest honors.
