City Small Business Grants & Scholarships

Small Business Capital Project Grant

The Small Business Capital Projects Grant Program provides project-related, financial assistance on a reimbursement basis, to encourage the growth and retention of existing Westminster businesses. The program reimburses 10 percent of the costs of real property improvements or tangible property purchases up to $5,000 per business, per calendar year. New businesses may be considered for approval with an active Westminster business license and submittal of a current business plan. Applications CLOSE July 1, 2025.

Job Training Incentive Grant

The Job Training Incentive Grant provides financial assistance on a reimbursement basis, to encourage the hiring and training of a local workforce. The program reimburses 50%, up to $5,000 for 3 types of training costs: custom classroom training, structured on-the-job (OJT) training, or a combination of classroom training and OJT. Qualifying applicant industries include: manufacturing, technology and innovation, financial services, aerospace/defense and business support services. Retail and restaurant businesses are not eligible for this grant.

Small Business Scholarship

The Small Business Scholarship Program provides reimbursement of business training expenses to licensed Westminster entrepreneurs and small business owners/employers with 50 or fewer employees. The program reimburses 50 percent of the cost of tuition, fees, and required materials, up to $1,000 per business, per calendar year, after successful completion of courses. New businesses may be considered for approval with an active Westminster business license and submittal of a current business plan.

Job Certification Incentive Grant

The Job Certification Incentive Grant program provides financial assistance, on a reimbursement basis, to encourage the hiring and training of a local workforce. The program reimburses 50%, up to $2,000 to assist onboarding new employees by obtaining credentials or certifications needed to fill vacant positions. On the job (OJT) costs are not covered under this grant and is only available to retail and restaurant businesses.

Business Face-Lift Grant

The Business Face-Lift Grant Program provides project-related, financial assistance on a reimbursement basis for eligible improvements in the Historic Westminster area (geographically bounded — must be located south of 80th, north of 68th, west of Federal, and east of Sheridan). The program reimburses 50 percent of eligible property improvements up to $5,000 per business, per calendar year. New businesses may be considered for approval with an active Westminster business license and submittal of a current business plan.

SAGE Sustainable Business Grant

The SAGE Sustainable Business Accelerator Grant provides project-related, financial assistance on a reimbursement basis, of sustainability upgrades and services, that facilitate cost reductions and support resource conservation and environmentally friendly business operations. The program reimburses 75 percent of eligible project expenses up to $5,000 per business, per calendar year.

City Incentives

The City of Westminster provides financial assistance to facilitate business growth and development. Economic Development staff evaluates company qualifications on a case-by-case basis and agreements are based on a combination of the following considerations: wage levels, sales tax generated, number of employees, and size of private investment, alignment with City’s strategic goals, and type of business. All agreements are subject to City Council approval.

Enterprise Zones

The Colorado Enterprise Zone (EZ) was created by the Colorado Legislature to promote a business-friendly environment in economically distressed areas by offering state income tax credits that incentivize businesses to locate and develop in – and non-profit organizations to assist with the needs of – these communities.

Opportunity Zones

The purpose of the Opportunity Zone program is to encourage private capital investment in low-income communities. Westminster has three opportunity zones: Downtown Westminster, Historic Westminster, and Westminster Station TOD.

Colorado Office of Economic Development & International Trade

This office offers a wide range of services to assist companies starting, expanding or relocating in Colorado. The mission of OED&IT is to foster a positive business climate that encourages quality economic development through financial and technical assistance.

Colorado Enterprise Fund

Is a non-profit CDFI small business lender that helps small businesses that don’t meet traditional financing guidelines with loans up to $1M including SBA loans. They also provide free Business Navigation Services (coaching) throughout the life of your loan to help your business be successful.

B:Side Fund

Is a non-profit that provides long-term, responsible business loans to underserved and low-income communities. They accomplish this through flexible collateral and credit requirements and have created new capital opportunities through a combination of grants, program-related investments, and loans from funding partners.

Small Business Administration

The only cabinet-level federal agency fully dedicated to small businesses that provides counseling, capital, and contracting expertise.

Small Business Administration Lender Match

The SBA’s Lender Match tool helps small businesses connect to capital through the SBA’s network of approved banks and private lenders.
